Project 2025, an endeavor by Heritage, has a substantial budget exceeding $20 million. It aims to aid Trump in the potential transformation of the federal government rapidly after the 2024 election victory.

In his previous term, Trump faced obstacles in implementing policies and misusing power as he either neglected to appoint crucial bureaucratic roles or encountered opposition from his appointees. During his first term, Trump received assistance from Heritage by employing staff members. Johnny McEntee, who previously held the position of director at the White House Presidential Personnel Office under Trump, now serves as a senior adviser for the project.
The president of Heritage stated that this project is significantly larger in scale compared to any other project undertaken by a party that is not in power. If Trump were to be reelected, it would have the potential to transform the functioning of the federal government significantly.
