Leaked Russian Document Shows Putin Pushed Arms Control With Trump In Helsinki

A leaked Russian document provides new insights into the topics discussed during the private meeting between President Donald Trump and Russian President Vladimir Putin.

During their two-hour conversation in Helsinki, Putin shared the contents of the document with the headline “Dialogue on the Issue of Arms Control” with Trump. The Russian President is willing to extend a series of landmark nuclear treaties and pursue new weapons limit, a person, who was not authorized to speak publicly about the discussion, told Politico. “This is, ‘We want to get out of the dog house and engage with the U.S. on a broad range of security issues,’” the source said.

The Putin-Trump meeting has been the subject of intense speculation in Washington after the two leaders and their translators met alone in Helsinki. Even Trump’s Director of National Intelligence, Dan Coats, told reporters he was “not in a position to either understand fully or talk about what happened in Helsinki.”

Now, the document sheds some light onto the priorities Putin may have highlighted in the meeting. It says that Russia proposes to extend the so-called New START Treaty that limits nuclear arms, “upon understanding that existing problems related to the Treaty implementation will be settled.” It was signed by Putin und then-President Barack Obama in 2010 and both nations agreed to limit their nuclear warheads to a number of 1,500, including a vigorous set of regular inspections.

The document also outlines Moscow’s pitch to “reaffirm commitment” to the 1987 Intermediate-Range Nuclear Forces Treaty after the U.S. accused Russia of violating the pact last year. In addition, the document appealed for a ban on weapons in space, measures to de-escalate military exercises in eastern Europe, and the revival of “strategic stability” talks between the two countries, which were suspended last year.
