House Intelligence Committee Democrats released their impeachment report Tuesday, presenting substantial evidence that President Donald Trump abused his presidential power to pressure Ukraine and then thwarted Congressional efforts to gain time and remain in power.

The Democratic House’s report details the historical precedent for impeachment proceedings. It also reveals Trump’s political abuse to pressure Ukraine into helping him in the 2020 presidential election. The report contains exhibits and phone logs.

The document is based on two months of private and public testimony. It describes diplomats and other administration officials’ accounts of Trump and his administration toying with Ukraine to gain political power by withholding nearly $400 million in military aid to manipulate Ukrainian President Volodymyr Zelensky into investigating Former Vice President Joe Biden and his son.

The report is expected to be approved Tuesday evening and will set into motion a series of partisan House Judiciary debates on whether to draft the articles of impeachment. The report also expedites the drafting process – which most likely based on evidence contained in the document – would force House members to vote before Christmas.

If the majority of the House voted to approve the impeachment articles, Trump would be impeached. The proceedings from this hearing would then move to the Senate for trial.
